In a sector where trust is critical - and the stakes get higher every year - a small team once focused entirely on IT services for Rappahannock Electric Cooperative (REC) has grown into something bigger: a technology partner serving electric cooperatives across the country.
BrilliT is a wholly owned subsidiary of REC. It delivers the behind-the-scenes work that keeps modern utilities running: cybersecurity, data analytics, information technology and consulting. BrilliT has supported electric utilities across more than 15 states and continues to grow.
As cooperatives across the country face pressures like tighter budgets, rising security threats, higher member expectations, affordability challenges and more complex technology, a seasoned insider perspective translates into practical support: help desks that understand utility operations, cybersecurity that’s tuned to real utility risks and analytics meant to improve service and decision-making.
“We created BrilliT to serve Rappahannock Electric Cooperative and empower other utilities across the country with forward-thinking solutions,” said Peter Muhoro, executive vice president and general manager of BrilliT.
2025 put a bright spotlight on the kind of work BrilliT does best: helping utilities make smarter decisions with data while strengthening the defenses that protect critical infrastructure.
A BrilliT-led analytics team earned multiple national honors 2 years running, from the Utility Analytics Institute (UAI), including:
- Best Innovative Utility Analytics Team 2024
- Best Utility Analytics Leader 2024 (awarded to Eugene Hamrick)
- Top 25 Thought Leader in Utility Analytics 2024 (awarded to Hesen Peng)
- Best Utility Analytics Professional 2025 (awarded to Anthony Cerrato)
“Our team shows up every day with a tenacity and passion for data - to innovate and collaborate in solving the big challenges utilities face,” said Eugene Hamrick, director-analytics and innovation for BrilliT.
Recognition didn’t stop with analytics.
That talent depth is part of the story. BrilliT’s team of 38 employees have more than 400 years of combined experience across its core service areas - including roughly 250 years specifically in the utility industry. In a field where the “right” decision often depends on understanding how utilities actually operate, that kind of experience shows up in their work.
On the national stage, POWER magazine also recognized BrilliT as a 2025 Best Place to Work in the Power Industry - a notable signal in a competitive field where the same technical talent is being recruited by utilities, government contractors and private-sector tech firms alike.
BrilliT’s story is a technology story, but it’s also a cooperative story.
It’s what happens when a cooperative builds serious capability inside its own walls and then turns that capability outward to strengthen other cooperatives, too. Not with buzzwords or theory, but with practical, utility-ready support.
While IT is complicated by nature, BrilliT’s core goal is simple, according to Stephanie Harbrecht, BrilliT’s Managing Director – Business Development & Operations. “Our job is to make sure the technology supporting electric cooperatives is just as dependable as the power they deliver.”
